The English football independent regulator will have the authority to enforce a fresh financial arrangement, thus allowing it to compel the Premier League to distribute more funds throughout the pyramid's tiers.

One of the powers held by English football's new independent regulator will be the ability to prevent clubs from joining a breakaway European Super League.

The UK government on Wednesday approved the English football independent regulator's approach, which was suggested by a study last year that was driven by fans.

One of the goals is to stop historic teams from going out of business. Other goals include increasing fan input and putting new owners and directors to the test. The important move aims to protect English football's cultural past.

The main objectives of the proposed new English football independent regulator will be:

  • Preventing English clubs from competing in closed-door tournaments, which are seen to be detrimental to the local game.
  • Avoiding a recurrence of the financial problems witnessed at many teams, particularly the failures of Bury and Macclesfield.
  • Introducing stricter owners' and directors' criteria to safeguard teams and supporters.
  • Giving supporters the ability to prevent owners from changing a team's name, emblem, or traditional uniform colours.
  • Ensuring that money from the Premier League filters down the English football pyramid fairly.

What will the English football independent regulator cover?

Blocking clubs from joining new competitions

In collaboration with the FA and supporters, the regulator will have the authority to bar English clubs from participating in new tournaments if they don't fulfil a set of requirements. The European Super League is one example of a closed-shop breakaway tournament that violates this criterion by allowing only certain clubs to participate.

Financial stability of the clubs and ensuring great participation of fans

Under the changes, each club will be required to match a new licensing system proving that it has a sustainable business model handled by responsible custodians.

A major responsibility of the regulator will be to ensure that supporters have more influence over the tactical choices made by their team. Before making any potentially divisive decisions—like changing the team's name, emblem, or traditional colours of the uniform—owners must first engage the supporters.

An additional test to check the suitability of clubs’ owners and directors

English club owners and directors have long been subject to criticism about their suitability. The regulator will apply an "enhanced" exam in addition to the procedure already used by the Football Association, Football League, and Premier League.
