The Barlows, who resided in Hampstead Norreys, near Newbury in Berkshire, had just tied the knot in South Africa on Saturday, drawing guests from their close-knit community to celebrate their joyous occasion. David Barlow was known for his humor and genuine nature, never hesitating to speak his mind, according to parish council member Toby Harris. He was often seen enjoying a beer at the local pub, making him approachable and down-to-earth.
Celia Barlow, whom the community only had the chance to meet briefly, left a friendly and welcoming impression. The couple's popularity was evident as members of their community traveled to be part of their wedding festivities.
Hampstead Norreys Cricket Club, fondly referring to David Barlow as "Lord Barlow," also paid their respects, acknowledging the deep connection between the newlyweds. President Yoweri Museveni of Uganda extended condolences and assured the UK's high commission's support for the grieving families.
Museveni attributed the attack to the "remnants" of the ADF, who are currently under pursuit by Ugandan troops in Congo. He highlighted a security gap in the handling of these remnants, noting that tourists were arriving and departing individually.
The President had previously pledged that the perpetrators would pay a heavy price for their actions, with their own lives.
Following this tragic incident, the UK's Foreign Office updated its travel advice for Uganda, urging against "all but essential travel" to Queen Elizabeth National Park. Visitors who had already arrived at the park were asked to heed the advice of local security professionals and, if safe, to consider leaving the area.
The episode astounded and grieved Andrew Mitchell, Minister of State for Development and Africa. He extended his thoughts to the victims and their families, urging British nationals in Uganda to adhere to travel advice during these uncertain times.
