'Link non-proliferation to disarmament'
India on Thursday highlighted the importance of linking disarmament with non-proliferation, saying that both are mutually reinforcing.
It also said that all States should transparently live up to the non-proliferation commitments that they have voluntarily undertaken.
"India has a longstanding commitment to the objective of non-proliferation," External Affairs Minister Pranab Mukherjee told the 14th ASEAN Regional Forum, Asia's largest security grouping.
Later Mukherjee told Indian reporters that "non-proliferation is not adequate unless it is linked to disarmament."
He said India welcomed the growing focus by the ARF members on non-traditional security threats which helped "smoothen the transition from the stage of confidence building to preventive diplomacy."
The 27-member ARF meet was chaired by Philippines Foreign Minister Alberto Romulo in which issues like regional and international security situation came up for discussion besides future programmes and direction of the ARF activities.
India, in its intervention, expressed satisfaction that the ARF was helping consolidate efforts to address issues like terrorism, trans-national organised crime, maritime security, natural disaster management, peacekeeping and energy security.
