TOKYO: Japan's Agriculture Ministry has purchased 285,000 tonnes of wheat this week from the United States and Canada through a regular tender, a ministry official said on Thursday.

The wheat will be for shipment either for Jan. 16-Feb. 15, or March 10-April 11. No barley was purchased through this week's tender, which matched a purchase plan announced on Tuesday, and represented the largest purchase made this year through the weekly tender.

This week's weekly tender was also the last for this year. Japan keeps strong control over imports of wheat, which is a key grain next to rice, although locally grown wheat accounts for less than 15 percent of demand. The ministry has said it would buy 4.86 million tonnes of milling wheat from abroad in the year to next March. The ministry buys five major wheat types via weekly tenders through licensed trading houses, and sells them to local users, chiefly flour makers, at prices fixed twice a year.

These five types -- U.S. Western White, U.S. Hard Red Winter, U.S. Dark Northern Spring, Canadian Western Red Spring and Australian Standard White -- account for about 90 percent of the ministry's total purchases. The remaining 10 percent is bought via tenders under the more flexible simultaneous buy and sell (SBS) system, which allows users to negotiate the grain's origin, price and quantity with trading houses before jointly placing bids to the government.
