India, Japan to launch industrial research initiative
India will launch a joint initiative with Japan for industrial research and development, aimed at bringing the industries of the two countries together to identify innovation driven projects.
"The Japan-India Initiative for Industrial Research and Development (JIIRD) is a unique concept to be set up by us with the participation of Indian government and its industry and their Japanese counterparts," Minister for Science and Technology Kapil Sibal said on Wednesday.
"The industries at both ends will decide what area they wanted to work with and the government would come in with its support and backing," Sibal told reporters here.
The two sides signed a Memorandum of Understanding (MOU) to this effect at Kuantan, in Pahang State, last evening. Sibal and his Japanese counterpart Iwao Matsuda met there on the sidelines of the 4th Asean Informal Ministerial Meeting of Science and technology.
India and Japan are dialogue partners of Asean.
The JIIRD is on the lines of BIRD (bilateral industrial R and D) which is between Israel and the US.
In a bid to further exploit the potentials in IT and Nano technology, India and Japan agreed to promote multi-institutional joint research in the two areas where New Delhi leads in Information and Communication Technology while Japan has expertise in Nano Technology.
The MOU stated that the two sides realised the significant development of the capabilities and capacities that Tokyo and New Delhi had developed in the two fields.
"Both sides agreed to study measures to further promote multi institutional joint research in these areas," Sibal said.
The two countries also agreed cooperate towards developing an "open access database" of the available ongoing and prospective research undertaken individually and through joint collaboration in their respective academic, public and industrial institutions.
In an attempt to make Asia able to withstand natural disasters through early warning systems, Japan and India said they would cooperate through the development and sharing of technology expertise, experience and data for natural disaster prevention.
Sibal said both the sides realised that the development of scientific and technological research was dependant on the development of human resources.
"We agreed to further cooperate in building capacities in areas like nano technology, biotechnology, alternate and renewable sources of ener gy, environmental sciences, ICT, Robotics, Opto-electronics, advanced materials, development and testing of new drugs/vaccines," Sibal said.
