The attraction, which opened in September 2005, drew more than four million visitors in the second year, down from 5.2 million in its first year, the report to Hong Kong's Legislative Council said, without giving precise numbers.
"While recognising that the Hong Kong Disneyland is in its early start-up operating phases, the government, as the major shareholder ... is not satisfied with the performance of the park," said the report, which is to be discussed by legislators Friday.
The report, conducted by the government's Tourism Commission, said despite the fall in visitors, the attraction was still one of the world's top 20 theme parks and had managed to increase its number of overnight visitors.
Hong Kong Disneyland, which is 57-percent owned by the government, failed to hit its first year target of 5.6 million visitors.
Earlier this month, Frederick Ma, secretary for commerce and economic development, said the management needed to work harder to attract more local business.
