If you have noticed small cameras mounted on poles while driving through your neighbourhood in America, there is a chance you have wondered what they are actually doing. Some of these devices are part of a rapidly expanding network of Flock Safety cameras, technology that can scan passing vehicles, read license plates and collect details about cars as they move through monitored areas.

A searchable project called DeFlock has created an interactive map that allows people to look up known automated license plate reader locations across the United States. The tool has become a popular way for residents to see how much surveillance infrastructure exists around their communities.


What are Flock cameras and why are people talking about them?

Flock Safety cameras are automated license plate readers, or ALPRs, designed to capture images of vehicles passing their field of view. Unlike ordinary traffic cameras, these systems are built to extract information from vehicles and make that information searchable. Depending on the system, data can include a license plate along with details such as the vehicle's make, model, color and other identifying characteristics.

The cameras are generally installed along roads, neighborhood entrances and other locations where vehicles pass regularly. The technology is promoted as a public safety tool. Police departments and other agencies can use ALPR systems to help investigate crimes, locate stolen vehicles and identify vehicles connected to investigations.

But the technology has also triggered a much bigger debate: How much information about ordinary drivers should be collected simply because they happen to drive past a camera?

The DeFlock map lets you search for cameras near you. DeFlock describes itself as an open-source project mapping license plate readers across the United States. Its interactive map allows users to zoom into cities and communities and see reported locations of ALPR and other surveillance equipment.

How do Flock cameras work?

When a vehicle passes a Flock camera, the device can capture an image and use computer vision to analyze it. The most obvious piece of information is the license plate.

Flock's systems can also identify characteristics of a vehicle, including its make, model and color. Additional visual details may help distinguish one vehicle from another.

The resulting information can be associated with the time and location of the camera encounter and that creates a fundamentally different type of surveillance from simply having a camera pointed at a road.

A conventional camera might record video that someone needs to manually review. An ALPR system can turn vehicle movements into searchable information. That distinction is at the heart of the privacy controversy surrounding Flock cameras.

Why Flock surveillance cameras are controversial

Supporters of the technology argue that ALPRs can give police investigators valuable leads.

If a stolen vehicle passes a camera, for example, an alert could potentially help authorities locate it. The technology can also assist investigations involving burglaries, vehicle thefts and other crimes.

But privacy advocates see another side of the equation. A network of cameras can potentially create a detailed record of where vehicles have appeared. Even when a driver has done nothing wrong, their vehicle may still be captured as it passes a camera.

That raises questions about data retention, access, sharing and oversight. The concern becomes even greater when different agencies can access information through interconnected systems.

CNET's recent coverage of DeFlock noted that opposition to Flock's technology has been driven in part by concerns about mass surveillance, privacy violations and potential misuse.

Flock cameras don't necessarily mean someone is watching you live

One common misconception is that a Flock camera necessarily means police officers are sitting somewhere watching a live video feed of every passing car.

That is not really the central idea behind an ALPR network.

The technology is primarily designed to capture and analyze vehicle information, allowing authorized users to search the resulting data for investigative purposes.

In other words, the concern is less about someone watching every driver in real time and more about what happens when millions of individual camera observations become searchable.

How to check whether Flock cameras are near your neighborhood

Checking the map is relatively straightforward.

Step 1: Open DeFlock

Go to the DeFlock website and access its interactive camera map.

Step 2: Search your city

Enter your city or use the map to navigate to your area.

Step 3: Zoom in

Move closer to your neighborhood and surrounding roads. Camera markers can become easier to identify as you zoom in.

Step 4: Click on individual locations

Where information is available, selecting a marker can provide additional details about the reported surveillance device.

Step 5: Remember that the map can change

The database is not necessarily a complete or permanent record. New cameras can be installed, existing equipment can be removed, and information can be updated.

DeFlock also allows people to report surveillance equipment, helping expand the crowdsourced database.
