Fiberglass became popular in boatbuilding because it is strong, durable and resistant to water. Those same characteristics make old boats extremely difficult to recycle. A fiberglass hull consists of glass fibers held together by a cured thermoset resin. Unlike many common plastics, this resin cannot simply be melted down and reshaped. That leaves recyclers with a difficult separation process. Extracting useful glass fibers and resin can cost more than the recovered materials are worth.

Steel boats have a much simpler end-of-life route because steel can be melted and reused. Wood can eventually break down. Fiberglass does neither easily. As a result, unwanted fiberglass boats can become expensive waste.
Rhode Island tested a different way to dispose of old boats
The Rhode Island Marine Trades Association Foundation developed a pilot program to test whether old fiberglass vessels could be diverted from landfills. Derelict and abandoned boats were collected from around the state. Before processing, crews removed materials such as fuel, batteries and metal components.The remaining fiberglass hulls were cut apart and processed at a facility in Johnston, Rhode Island. The resulting material was then transported to a cement plant in Holly Hill, South Carolina. Instead of treating the shredded fiberglass simply as waste, the cement plant used it in the manufacturing process.

When the shredded material enters a cement kiln, its resin component can provide thermal energy, helping replace some conventional fossil fuel. At the same time, the mineral content of the fiberglass can contribute materials needed to manufacture cement. In other words, the discarded boat can perform two functions inside the kiln: part of it provides energy, while part of it replaces raw materials. That combination is what makes fiberglass potentially useful to cement manufacturers despite its limited value to conventional recyclers.
The Rhode Island project processed 60 tons
The pilot project handled about 60 tons of fiberglass boat material. That amount is tiny compared with the number of boats reaching the end of their useful lives in the United States. But the project's purpose was not simply to dispose of as many boats as possible. It was designed to test whether the entire chain could work — from collecting unwanted vessels and dismantling them to shredding, transporting and finally using the material at a commercial cement facility.The material was successfully accepted by the cement plant as both a fuel source and a raw-material substitute. That is an important step because finding a company willing to accept processed fiberglass is one of the biggest challenges in creating a recycling system.

Industry estimates indicate that approximately 200,000 recreational boats reach the end of their usable lives in the US each year. Much of today's aging fleet was manufactured after fiberglass became the dominant hull material in the second half of the 20th century. Disposal was rarely a major consideration when many of those boats were designed.
With no nationwide collection system for end-of-life fiberglass boats, owners and marinas have limited choices. Some vessels are abandoned at marinas. Others are transported to landfills. Storms and hurricanes can also turn abandoned boats into marine debris, sending them into waterways, marshes and shorelines.

Why don't owners simply recycle the boats?
The biggest obstacle is economics. Collecting a boat, removing hazardous or reusable components, cutting up the hull, shredding it and transporting the material all cost money. Traditional landfill disposal can therefore be cheaper than recycling. That creates a difficult situation for boat owners. Even when a more environmentally useful option exists, it may not be financially attractive unless enough boats are collected to lower the cost per ton. The Rhode Island project is essentially testing whether a larger supply chain can close that gap.The Rhode Island foundation is now working through the Waste Alternatives for Value and Environmental Sustainability of Fiberglass Disposal Initiative, known as WAVES. The goal is to make fiberglass disposal alternatives more affordable and accessible to ordinary boat owners.
One of the biggest ideas is scale. A cement kiln needs a dependable supply of material. At the same time, dismantling and transporting individual boats can be expensive when they are collected in small numbers and from widely scattered locations. A larger collection network could potentially make the entire process more efficient. The initiative is also looking beyond boats, including other composite materials such as manufacturing waste and end-of-life wind turbine blades.
The biggest hurdle is still cost
The Rhode Island experiment demonstrated that the technology and industrial route can work. But that does not mean fiberglass boat recycling has suddenly become profitable. Shredded fiberglass has little or no standalone market value. Collection, dismantling, shredding and transportation remain significant costs.The economics become more interesting when the material is used in a cement kiln because it can provide both energy and mineral content. That gives the waste value that it does not have in a conventional recycling stream.
A federal study examining the approach concluded that a centralized national fiberglass vessel recycling program could be a viable solution. The basic pieces are already available: boats that need disposal, facilities capable of processing them and cement plants capable of accepting the resulting material.
The missing piece is largely scale and infrastructure. If enough old boats can be collected and processed efficiently, a material that has traditionally been difficult to recycle could find a second life inside an industrial process.
For now, the Rhode Island pilot is less a final answer than a demonstration of what could happen when an otherwise nearly worthless fiberglass hull is treated not simply as waste, but as a source of energy and raw material.
