At least 1 million Americans are scheduled to receive $500 Obamacare refund checks as the Trump Administration begins distributing a new round of Affordable Care Act refunds. The payments were scheduled to start from September 30. The White House has hinted that the payments will be sent beginning in October 2026 to all eligible Americans in 30 states that use the federally operated health insurance marketplace, according to Marca. The White House said nearly 1 million people will receive $500 each, putting the overall value of the initiative at roughly $500 million.

Who will receive $500 ACA refund?

Recipients are largely those earning more than 400% of the federal poverty line, about $63,000 a year for an individual. According to the White House, recipients must have bought insurance through the federal exchange and paid their premiums without receiving premium assistance. They must also live in one of the 30 states covered by the federal marketplace refund program.

The names of the states who will receive Obamacare refunds are: Alabama, Alaska, Arizona, Arkansas, Delaware, Florida, Hawaii, Indiana, Iowa, Kansas, Louisiana, Michigan, Mississippi, Missouri, Montana, Nebraska, New Hampshire, North Carolina, North Dakota, Ohio, Oklahoma, Oregon, South Carolina, South Dakota, Tennessee, Texas, Utah, West Virginia, Wisconsin and Wyoming. These states use the federal ACA exchange, while the others use their own state-run marketplace. The latter tend to be governed by Democrats, according to health policy experts. According to CNBC, The largest number of refunds will be issued in Texas and Florida, where 139,000 and 127,900 people will get refunds, respectively,

Consumers in states operating their own exchanges are not included in the announced payments. The administration says the refunds come from surplus user fees charged to insurers participating in the federal marketplace. Such fees help finance marketplace operations; CMS set the federal exchange user fee at 2.5% of monthly premiums for the 2026 benefit year.

Criteria for $500 Obamacare refund

The $500 Obamacare refunds are mainly aimed at people with relatively higher incomes who buy insurance through the federal marketplace. The main receipients will be those whose income is income is over 400% of the federal poverty line, that's roughly $63,000 a year for one person or $129,000 for a family of four.

These people used to receive enhanced government help to reduce their health-insurance premiums. However, “some people” between 100% and 400% of the poverty line will also receive a refund, a Trump administration official told CNBC.

Do Americans need to claim the payment?

Describing the $500 Obamacare refund as "automatic refund, the White House has not announced a separate application or claim process for eligible recipients. Checks are scheduled to begin going out during October, although officials haven't published an individual delivery timetable. This means if you qualify for the check, you are not needed to pay a fee or provide banking information to an unsolicited caller or message in order to receive the refund.

Trump has characterized the $500 checks as returning money that should not have remained with the federal government. President Donald Trump announced the program in September, describing the money as a return of excess fees collected through HealthCare.gov.

“You have paid into this flawed System, and now you are finally getting something back,” Trump said in a letter accompanying the payments, according to material provided by the administration.

“That money belongs to hard-working Americans, not the Government, and now I’m returning it to you!” Trump said in his letter. Eligible consumers should now keep an eye for an official correspondence as the October distribution gets underway.

Timing is crucial

The refunds come just over a month before the midterm elections, in which Republicans are trailing Democrats in national and battleground polls. For the Americans, affordability has become of the most important issues of the election cycle, especially at a time when the inflation is skyrocketing amid rising interest rates. The ongoing Iran war has spiked the gasoline and energy prices for households. On the other hand, the surging yields for Treasury bonds have pushed up rates for consumers seeking mortgages and car loans.

The refunds for enrollees in Obamacare — an informal name for the Affordable Care Act — come as millions of households saw their health insurance premiums spike after ACA enhanced premium subsidies lapsed at the end of 2025.

Why are Americans getting $500 checks?

President Donald Trump said the money is being returned because consumers paid more than needed to operate HealthCare.gov, adding that the Biden administration overcharged people to fund the operation of the federal health insurance exchange. The refund program was announced by Trump on September 10. He announced the $500 checks in a video posted by the White House around the time of the Republican midterm convention in Dallas.

Americans must note that that the $500 Obamacare refund is different from Trump's proposed $5,000 dividend. Trump has separately promised a $5,000 payment to all Americans if Republicans keep control of Congress after the November midterm election.
