The project, led by Cape Cod National Seashore with support from several conservation partners, is expected to move into construction in fall or winter 2026. Permitting and environmental and cultural resource reviews are expected to be completed by summer 2026.
A stream once famous for its trout
Fresh Brook was once known as “Trout Brook” because of its population of sea-run brook trout, locally called “salters.” These fish move between saltwater and freshwater during their lives and depend on cold streams for spawning.The roughly one-and-a-half-mile stream was once a popular destination for anglers, with fishermen traveling to Cape Cod to catch its trout.
That changed over several decades as infrastructure projects increasingly restricted the stream.
A culvert constructed beneath Route 6 in 1948 narrowed the water passage, while the construction of the Cape Cod Rail Trail in 1953 replaced an earlier railroad culvert with a much smaller pipe.
The biggest change came with the installation of a concrete weir on the upstream side of the rail trail.
The barrier allowed water to flow downstream but prevented fish from moving upstream from Wellfleet Bay. As a result, trout could no longer reach the cold-water habitat where they historically spawned.
Why removing the barrier matters
The restoration project will remove the concrete weir and lower the water level in the area above the rail trail. Officials expect the work to improve water movement and restore tidal influence to Fresh Brook.Once the obstruction is gone, sea-run brook trout could once again migrate between Wellfleet Bay and their freshwater spawning habitat.
The restoration could also benefit other species. Fresh Brook was historically home to American eel, river herring and striped bass, and restoring the connection with tidal waters could create opportunities for some of these species to return.
A greater variety of aquatic life would also be an indicator of a healthier and more resilient stream ecosystem.
Fresh Brook Village adds another layer to the story
The project area is connected not only to the natural history of Wellfleet but also to its human history.Fresh Brook Village developed along the stream between about 1700 and 1910. The community included farmers and fishermen and was closely connected to Wellfleet Harbor.
The village reached its height during the mid-to-late 1800s, when it had homes, a store and other signs of a thriving community.
The arrival of the Old Colony Railroad in 1870 changed the area. Although a wide culvert allowed some fish movement beneath the railroad embankment, the structure ended small-boat access between the village and the harbor.
By 1910, only three houses remained, compared with about 12 during the village’s earlier years.
Around 1900, Richard Freeman purchased 84 acres around Fresh Brook and established a fishing club with friends from Boston. The club continued the area's long association with trout fishing.
Restoration will include cultural and ecological work
Before construction begins, Cape Cod National Seashore plans to complete environmental and cultural resource reviews under the National Environmental Policy Act and Section 106 of the National Historic Preservation Act.Ecological assessments and archaeological surveys will be carried out around the stream and surrounding area. Monitoring is also expected to continue after the barrier is removed to track changes in the stream and determine whether altered water levels expose previously unidentified archaeological or historical resources.
The restoration will also involve revegetating areas exposed when the water level falls.
Cape Cod National Seashore is working with the Mashpee Wampanoag tribe on plans for an Indigenous Garden. The garden is expected to feature culturally significant plants and provide access for tribal members.
Trout could return to Fresh Brook
The project also plans to work with partners on reintroducing native brook trout. Fish could potentially be sourced from successful restoration locations elsewhere on Cape Cod, including the Quashnet River and Red Brook.Trout Unlimited has supported the restoration effort through fundraising, advocacy and technical expertise.
Fresh Brook is historically significant because it was the only stream on outer Cape Cod known to support sea-run brook trout.
The restoration therefore represents more than the removal of an old concrete structure. It could reconnect a stream with its tidal ecosystem, reopen historic fish migration routes and revive a species that once defined the waterway.
If the project proceeds as planned, fall or winter 2026 could mark the beginning of a major transformation for Fresh Brook — from a waterway altered by decades of infrastructure to a more naturally flowing ecosystem where trout can once again make their way upstream to spawn.
