Santa Rosa County and Escambia County have joined forces to repurpose damaged metal signposts by incorporating them into concrete artificial reef modules. The idea is simple: instead of sending the discarded metal elsewhere, authorities are using it to create additional spaces where small fish and invertebrates can find shelter.
The project is part of a pilot “reef-cycling” initiative connected to a Florida Fish and Wildlife Conservation Commission (FWC)-funded Natural Resources Damage Assessment (NRDA) Artificial Reef project. The larger project consists of 124 concrete reef modules being deployed at the Escambia County near-shore east site. The added metal structures are being tested as micro-habitats attached to selected modules.
From roadside waste to underwater habitat
The damaged signposts are not simply being dumped into the sea. They are being transformed into structures that can be incorporated into the concrete reef modules.The purpose of the pilot is to determine whether the additional metal structures can create useful shelter for small fish and invertebrates. Over time, these structures can become part of the complex surfaces associated with artificial reefs, potentially adding more places for marine organisms to occupy.
The project also has an educational component. Students from the welding program at George Stone Technical College are helping turn the discarded signposts into structures that can be incorporated into the reef modules.
That gives the students an opportunity to apply welding and fabrication skills to an environmental project taking place in their own region, while the counties gain another way to repurpose material that might otherwise be discarded.
Two counties, one underwater experiment
The project brings together Santa Rosa County, Escambia County and George Stone Technical College, linking waste reuse, technical education and marine-resource management.Chris Verlinde, Natural Resources Coordinator for Santa Rosa County, said the collaboration showed how the counties could work together to protect shared natural resources. He said repurposing the materials could reduce waste while strengthening the region’s artificial reef network and creating benefits for marine life, education and recreation.
Robert Turpin, Escambia County Marine Resources Division Manager, said the new habitat could benefit divers and anglers while also providing opportunities for scientific research into relationships between reef habitat and marine species.
For now, however, the project remains a pilot. Its significance will depend partly on what happens after the structures are placed underwater — including whether fish and invertebrates actually use the additional spaces and how the structures perform over time.
Florida has been experimenting with artificial reefs for decades
The idea behind the project is not entirely new. Florida has one of the most active artificial reef programmes in the United States.According to the FWC, more than 3,800 artificial reefs have been built in Florida’s state and federal waters. These structures can provide habitat for reef-associated fish and invertebrates while also supporting recreational fishing, diving, research and coastal communities.
Artificial reefs are not the same thing as natural coral reefs. They are constructed structures that can provide hard surfaces and shelter in marine environments. The organisms that eventually occupy them depend on local conditions, the structure itself and the surrounding ecosystem.
That distinction matters in Florida, where the natural reef environment is already unusually extensive.
Why Florida's waters are so important
Florida is the only state in the continental United States with extensive shallow coral reef formations near its coast. Florida’s Coral Reef stretches roughly 350 miles, from the Dry Tortugas to the St. Lucie Inlet in Martin County.The Florida Keys contain the most prominent section of this system. The Florida Keys Reef Tract extends for about 221 miles and is recognised as one of the world's largest barrier reef systems. NOAA describes it as a major habitat for a wide variety of marine life.
Coral reefs are living ecosystems rather than simply underwater rock formations. Corals build calcium-carbonate skeletons that create the physical framework, while fish, sponges, algae, crustaceans and countless other organisms occupy the resulting spaces.
The FWC notes that more than 6,000 species of marine organisms are found on Florida’s coral reefs. The reefs also provide habitat for species such as snapper, grouper, hogfish and grunts.
The reef itself is under pressure
Florida's marine environment is rich, but that does not mean it is free from ecological stress.The Florida Department of Environmental Protection says Florida’s Coral Reef has been affected by an ongoing outbreak of stony coral tissue loss disease, first reported off Miami-Dade County in 2014. The disease has spread across much of the reef system and has affected more than half of Florida’s reef-building corals, according to the department.
The broader reef environment also faces pressures from storms, disease, pollution, vessel groundings and other human impacts. NOAA notes that restoration and reducing stress on the ecosystem are important parts of efforts to protect the Florida Reef Tract.
That makes projects such as the Escambia-Santa Rosa initiative interesting, even though they are modest compared with the scale of Florida’s natural reef system.
The goal is not to turn scrap metal into coral. Instead, it is to find another use for discarded material while creating additional physical structure that marine organisms may use.
Florida has used waste materials for reef restoration before
The signpost project is also part of a broader idea that discarded materials can sometimes be repurposed for marine restoration.Florida and other coastal states have used recycled oyster shells in efforts to rebuild oyster reefs. Oyster shells can provide hard surfaces for new oysters to attach to, helping restore habitat that has been damaged or lost.
Similar shell-recycling and reef-restoration programmes have been undertaken in several U.S. coastal states, reflecting a wider effort to keep useful biological material out of landfills while returning it to marine ecosystems.
The important difference is that oyster shells are biological material that can form part of an oyster reef, while the Florida signposts are being used as structural components within artificial reef modules.
What happens next?
The most interesting part of Florida’s signpost experiment will happen after the welding is finished and the structures disappear beneath the water.Researchers and resource managers will be able to see whether the added structures actually provide useful shelter for small marine organisms, how quickly organisms colonise them and whether the additional complexity makes a measurable difference to the artificial reef modules.
For the students involved, the project is also a practical demonstration of how technical skills can be applied outside a conventional workshop.
And for the counties, it represents a relatively straightforward question with potentially broader implications: can material that has reached the end of its useful life on land become useful again underwater?
The answer will ultimately come from the marine life that moves in.
