France seeks new body on environment control
Disappointed with the functioning of global environmental organisations, France plans to propose setting up of United Nations Environment Organization (UNEO) during a forthcoming worldwide conference in Paris during the first week of February.
NEW DELHI: Disappointed with the functioning of global environmental organisations, France plans to propose setting up of United Nations Environment Organization (UNEO) during a forthcoming worldwide conference in Paris during the first week of February.
This was announced during a press briefing on Tuesday by Alain Juppe, chairman of the committee of honour of the Paris Conference for Global Ecological Governance. According to Juppe, though UNEO has been formalised by the European Union, it is facing resistance from many countries.
The French government aims to overcome the opposition during the conference. As part of this endeavour, Juppe has met the environment minister A Raja, TERI director general RK Pachauri, and CSE director Sunita Narain. The French government believes that such an organisation is necessary because of the flaws in the functioning of environmental organisations, including UNEP.
The flaws include fragmentation of decision-making centres, inter-institutional rivalries, absence of coherent international policy, and structural weakness, with no rule-making powers. UNEO would act as a service provider by helping developing countries in implementing their environmental policies. It would also act as an umbrella organisation for other environmental groups and become as a centre of excellence for collating scientific knowledge and developing early warning systems.
When asked if UNEO would fund environmental projects in developing countries, Juppe said the organisation would help these nations by aiding technology transfer and lending an environmental dimension to development policies worldwide. The French government feels setting up of UNEO is a must as environmental problems are increasing with each passing day.
