The draft decision on reforms being prepared by the party's leadership will be submitted for review at the third session.
China's GDP which was in double digits in 2010 fell back to 7.8 per cent last year and the government is initiating host of measures to enable this year's GDP to meet the 7.5 per cent official target.
Several measures including commissioning of the Free Trade Zone at Shanghai have been taken to revive investment climate in the country.
Deepening reforms requires the improvement and development of socialism with Chinese characteristics, state- run Xinhua news agency reported.
The CPC's leadership must be strengthened and improved, giving full play to the Party's core role that exercises overall leadership and coordinates all efforts to ensure the success of the reforms, it said.
