Prime Minister Narendra Modi addresses the 26th SCO Summit in Bishkek, calling for 10 key actions focused on security, connectivity, economic opportunities and a unified approach to tackling terrorism.
1. Strengthen SCO's three pillars: Security, Connectivity and Opportunity
Modi called for strengthening the three pillars of SCO cooperation - Security, Connectivity and Opportunity, and urged member countries to move beyond vision towards measurable outcomes.
2. Dismantle the entire terrorism ecosystem
The Prime Minister called for dismantling the entire ecosystem of terrorism by targeting terrorist financing, recruitment, radicalisation and safe havens. He also called for zero tolerance towards double standards in dealing with terrorism.
3. Take a clear stand against state-supported terrorism
Modi called for sending a clear message against state-supported terrorism, stressing that terrorism should never be treated as a strategic asset.

4. Promote peace and stability in Afghanistan
The Prime Minister called for promoting peace and stability in Afghanistan through continued development assistance and humanitarian support for the Afghan people.
5. Resolve conflicts through dialogue and diplomacy
Modi said conflicts should be resolved through dialogue and diplomacy, rather than allowing regional tensions to escalate and disrupt global energy security, maritime trade and supply chains.
6. Step up action against drug trafficking and organised crime
He called for stronger regional action against drug trafficking, organised crime and other security threats, backed by effective coordination and timely action through SCO mechanisms.
7. Build reliable and inclusive connectivity
Modi called for reliable and inclusive connectivity while stressing the need to respect the sovereignty and territorial integrity of all countries, in line with the SCO Charter.

8. Modernise trade and logistics connectivity
The Prime Minister called for modernising trade and logistics connectivity by simplifying customs procedures, expanding digital documentation and making logistics networks more efficient.
9. Put people-to-people ties at the centre
Modi called for putting people-to-people ties at the centre of SCO cooperation, with greater focus on youth, entrepreneurs and farmers, so that cooperation creates tangible opportunities for citizens.
10. Expand youth, scientific, entrepreneurial and civilisational exchanges
The Prime Minister called for expanding youth, scientific, entrepreneurial and civilisational exchanges, highlighting initiatives such as the SCO Start-up Forum, Young Authors' Conclave and Young Scientists' Forum. He also proposed the SCO Civilizational Dialogue Forum, whose first session is to be held in India.

The SCO Summit brings member states together to strengthen cooperation and address key regional and global challenges.
Kyrgyzstan President Sadyr Japarov is hosting the SCO summit and serving as its chairman. Along with Modi, Chinese President Xi Jinping, Russian President Vladimir Putin, Pakistan Prime Minister Shehbaz Sharif, Iranian President Masoud Pezeshkian, Belarusian President Alexander Lukashenko, Kazakhstan President Kassym-Jomart Tokayev, Uzbek President Shavkat Mirziyoyev and Tajik President Emomali Rahmon are attending the gathering.
The 26th SCO Leadership Summit brings together 10 member states, 15 partner countries and two observer countries. The summit is taking place in Bishkek as the organisation marks its 25th anniversary.
