At present, for pollution tests of two-wheelers in Delhi, an owner has to pay INR 60, INR 80 for petrol-powered four-wheelers and INR 100 for diesel-powered four-wheelers. A GST of 18% is levied on this rate.
The Delhi government is gearing up to introduce a digital solution to monitor Pollution Under Control Certificate (PUCC) validity at petrol pumps across the city. With an estimated cost of Rs 6 crore, the Delhi Transport Infrastructure Development Corporation (DTIDC) has initiated the process by inviting bids for digital solutions.

According to an official statement, the selected bidder will develop a digital application to integrate with existing cameras at petrol pumps. This system aims to scan vehicle license plates upon entry to the pump and verify PUCC status.

Enforcement Mechanism

If a vehicle is found with an expired PUCC, the attendant will inform the owner to renew it. Additionally, a screen installed at the pump will display renewal information. The system will recheck PUCC status after three hours and issue challans via the echallan.parivahan.gov.in portal for non-compliance.


The system will cross-reference vehicle registration details with a database to verify PUCC validity. Firms will bear the cost of installing cameras if required and ensure data recording and reporting capabilities.

The project aims to cover up to 500 petrol pumps initially. Selected firms will conduct infrastructure surveys and propose scalable, affordable, and integrable solutions. A pilot phase will involve testing at all locations and training petrol pump attendants on the new system.

Addressing Pollution Concerns

Last year, Delhi's transport department reported over 22 lakh vehicles without valid PUCC, with two-wheelers constituting a significant portion. The new digital system seeks to address this issue and enhance pollution control measures across the city.
