Ultras moving around openly in Imphal cause of concern for agencies

The worst fears for security agencies seem to have come true as militants have been seen moving around openly and instigating mobs in Imphal valley.

As per officials, during attacks on a police party on Wednesday, armed men in black uniform were seen giving directions to youths to attack the police.
