The CBI-led Special Investigation Team has concluded its probe into the Tirumala Tirupati Devasthanams laddu ghee adulteration case and filed the final chargesheet before the ACB court in Nellore on Friday, as per a TOI report. The case pertains to the alleged supply of synthetic ghee to the Tirupati trust between 2021 and 2024.

In its final chargesheet, the SIT concluded that Uttarakhand-based Bhole Baba Dairy, in connivance with TTD procurement staff and external dairy experts, supplied around 68 lakh kg of synthetic ghee worth approximately Rs 250 crore to the TTD. The investigation described the case as one of the biggest procurement scams reported in the temple trust.

A total of 36 persons have been named as accused. Nine of them were arrested earlier, of whom six were granted bail. Three accused, including Delhi-based chemicals supplier Ajay Kumar Sugandh, Chinna Appanna, and former TTD procurement general manager RSSVR Subrahmanyam, remain in judicial custody.


The Supreme Court had ordered a CBI-SIT probe into the case in October 2024. The SIT comprised officials from the CBI, Andhra Pradesh police and the Food Safety and Standards Authority of India, supported by a local police team led by the Tirupati additional superintendent of police.

Following a 15-month-long investigation, the SIT stated that Bhole Baba Dairy promoters Pomil Jain and Vipin Jain allegedly conspired with representatives of other dairies, including Tamil Nadu-based AR Dairy and Tirupati-based Vyshnavi Dairy. The investigation found that the group colluded with TTD procurement department staff and external dairy experts to supply synthetic ghee without procuring any milk.

The SIT also concluded that seven additional TTD procurement department staffers were involved in the conspiracy and were arraigned in the case. It further established that external dairy expert Vijaya Bhaskar Reddy allegedly colluded with the Bhole Baba promoters and provided favourable reports, enabling them to secure ghee supply contracts worth several hundred crores of rupees.
