The clarification pertained to an order passed by the NHM UP on May 7 which said some districts had reported that post-registration, non-residents of UP were availing of vaccines bought by the UP government for its residents and hence the centres should check whether those turning up for the jabs belong to the state or not. The order, however, did not mention how the centres should ascertain this.
A senior UP government official told ET that the order, which was amended later, is meant to restrict vaccines to residents but not necessarily permanent residents of the state. “Anybody who is living in UP would be having some residence proof like a rent agreement or an electricity bill. Similarly, a student would have a hostel/PG contract, etc., which can be produced at the centres," the official said. Besides, the official said, this rule is applicable only to government centres.
