The Indian government has updated the list of bills that it will take during the Special Parliament Session which started on September 18 and will continue for five days.

Eight Bills Listed by Government for Special Parliament Session:

  • The Advocates (Amendment) Bill, 2023: The Advocates (Amendment) Bill, 2023 amends the Advocates Act, 1961, while the Press and Registration of Periodicals Bill, 2023 repeals the Press and Registration of Books Act, 1867. The Bill provides that every high court and district judge can frame and publish and publish lists of touts (those who procure clients for legal practitioners in in return for any payment).

  • The Maintenance and Welfare of Parents and Seniors Citizens (Amendment) Bill, 2019: The bill, which was introduced in Lok Sabha on December 11, 2019, brought stepchildren, adoptive children and children-in-law under the definition of "children" and made it binding on them to take care of elderly parents. It also removed the upper limit of Rs 10,000 per month as maintenance amount for parents and prescribed regulation of private care homes and institutions providing home care for the elderly.


  • The Repealing and Amending Bill, 2023: Introduced by the then Law Minister Kiren Rijiju, the bill aims to repeal certain enactments and to amend an enactment. A bill that seeks to repeal over 60 obsolete laws, including one enacted 137 years ago, was introduced in Lok Sabha on Monday. The Repealing and Amending Bill, 2022 also aims to correct a "patent error" in another law by replacing certain words.
  • The Constitution (Scheduled Tribes) Order (Amendment) Bill, 2019: The Constitution (Scheduled Tribes) Order (Second Amendment) Bill, 2019 was introduced in Rajya Sabha on January 9, 2019 by the Minister of Tribal Affairs, Mr. Jual Oram.
  • The Press and Registration of Periodicals Bill, 2023: It repeals the Press and Registration of Books Act, 1867.

  • The Post Office Bill, 2023: The Indian Post Office Act, 1898 was enacted in 1898 with a view to govern the functioning of the Post Office in India. This Act primarily addresses mail services provided through the Post Office. It aims to bring a simple legislative framework to facilitate the evolutionof the post office into a network for delivery of citizen-centric services.

  • The Jammu and Kashmir Reservation (Amendment) Bill, 2023: It provides for amendments in the Jammu and Kashmir Reservation Act, 2004 to bring persons residing in the areas adjoining International Border within the ambit of reservation at par with persons living in areas adjoining Actual Line of Control (ALoC).

  • The Constitution (Jammu and Kashmir) Scheduled Castes Order (Amendment) Bill, 2023: Inclusion of Valmiki community as a synonym of Chura, Bhangi, Balmiki, Mehtar in the list of Scheduled Castes of Jammu and Kashmir.

Apart from the listed bills, the government is also expected to bring the long-pending Women's Reservation Bill that has been waiting 27 years to get approved by the parliament.

Union Minister Prahlad Joshi had earlier said that a total of eight bills have been listed for consideration and passage during the five-day session. On August 31, Joshi, while announcing the "special session" of Parliament for five days from September 18, did not spell out any specific agenda for it. Floor leaders were on Sunday informed at an all-party meet that a bill on the welfare of senior citizens and three related to SC/ST order have been added to the agenda.
