Claims and Objections process remains open till August 4
New Delhi: The first set of draft electoral rolls under Phase III of the Election Commission of India's Special Intensive Revision (SIR) has been published, with nearly 22 lakh names deleted across four states - Odisha, Manipur, Mizoram and Sikkim.

The bulk of the deletions, as also seen in the previous phases of the SIR exercise, are on account of deaths and electors who may have shifted residence or were found absent, according to ECI data. Odisha recorded the highest number of deletions, with over 20 lakh names removed. Nearly half of these deletions are due to electors being absent or having shifted. Out of 3,33,99,591 electors before SIR, 20.12 lakh names have been purged from the draft roll, a deletion rate of 6.03%.

Strife-hit Manipur recorded the highest relative proportion of anomalies among the four states, with a deletion rate of 7.5%. Around 1.58 lakh names were removed from the state's pre-SIR electorate of 20.93 lakh.


Manipur also recorded a higher number of women voters than men, with 9.93 lakh women electors against 9.40 lakh men, resulting in a gender ratio of 1,057.

Mizoram, on the other hand, recorded around 45,000 deletions, representing a 5.2% decline from its pre-SIR electoral roll of 8.75 lakh voters.

The ECI said the Claims and Objections process, which will remain open until August 4, will provide genuine electors an opportunity to restore their names before the final electoral rolls are published on September 6.

While the first two phases of the SIR exercise covered nearly 59 crore electors across 13 states and Union Territories, Phase III covers 36.73 crore electors across the remaining 16 states and UTs, excluding Jammu and Kashmir, Ladakh, and Himachal Pradesh.

Odisha, Mizoram, Sikkim, and Manipur are the first states to complete the draft roll publication under the ongoing Phase III.

Dadra and Nagar Haveli and Daman and Diu will follow, with the draft and final electoral rolls on July 10 and September 11, respectively.

By September 22, Uttarakhand, which goes to the polls in early 2027, will have its final electoral rolls in place along with Andhra Pradesh, Arunachal Pradesh, Haryana, and the UT of Chandigarh.
