Shiv Sena MP introduces Private Member’s Bill to regulate deepfakes

Shiv Sena leader Shrikant Shinde on Friday introduced a Private Member’s Bill in the Lok Sabha seeking a dedicated legal framework to regulate deepfakes and protect individuals from misuse of the technology.

The Regulation of Deepfake Bill proposes mandatory prior consent from people depicted in deepfake content and outlines penalties for creating or sharing manipulated media with malicious intent.

“Misuse of deepfakes for harassment, deception and misinformation has escalated, creating an urgent need for regulatory safeguards,” Shinde said while introducing the Bill. He noted that rapid advances in AI and deep learning have turned deepfakes into a major tool for media manipulation, posing risks to privacy, national security and public trust.


The Bill seeks to set up a Deepfake Task Force to address national security concerns, study the impact on privacy and elections, and work with academic and industry stakeholders on detection technologies. It also proposes a dedicated fund to support initiatives aimed at detecting and deterring advanced image manipulation.

Shinde, a three-term MP from Kalyan, said the legislation aims to provide clarity on the creation, distribution and use of deepfakes in India.

Private Member’s Bills allow non-minister MPs to flag issues not covered by government legislation or highlight gaps in the existing legal framework.
