Satya Niketan building collapse: Delhi High Court to hear PIL seeking ₹1 crore compensation and safety audits

The Delhi High Court will hear a public interest litigation (PIL) on Monday addressing the deadly collapse of the "Hostel Daze Boys PG" building in Satya Niketan. Filed by Delhi University law student Aniket Kumar Gupta through advocate Umesh Kumar, the petition calls for urgent structural audits across student hubs, criminal accountability, and ₹1 crore in compensation for the families of each deceased student.

The petition, directed against the Government of NCT of Delhi and relevant authorities, invokes the fundamental right to life and safety under Article 21 of the Constitution. It comes in the wake of the multi-storey building and basement collapse near DU's South Campus, which triggered emergency operations by the National Disaster Response Force (NDRF), Delhi Fire Service, and Delhi Police.

Key reliefs sought in the PIL:


The petitioner demands a fair, impartial criminal investigation into the role of the building owner, contractor, builder, architect, structural engineer, and renovation workers. It also calls for an independent committee to inspect whether the structure complied with sanctioned plans or if unauthorized additions, excavation, or altered load-bearing structures caused the disaster.

The PIL asks for immediate structural safety checks of all PGs and hostels in Satya Niketan, followed by major student hubs including Vijay Nagar, Kamla Nagar, Mukherjee Nagar, Gandhi Vihar, Nehru Vihar, Hudson Lane, Gurmandi, Karol Bagh, Old Rajendra Nagar, and Laxmi Nagar. It further requests the evacuation of unsafe structures alongside safe alternative housing for affected students.

The plea seeks ₹1 crore in compensation for the next of kin of each deceased student, appropriate financial relief for injured victims, and job security for students left with disabilities.

To assist families, the petition urges the creation of a publicly accessible database detailing PG inspection statuses, structural safety certifications, and permissible usage. It also requests the strict preservation of physical and documentary evidence, including debris, municipal records, CCTV footage, and building plans.

Government and Municipal action

In response to the tragedy, the BJP-led Delhi government has ordered a magisterial inquiry and directed the registration of an FIR against the building owner. Additionally, the Municipal Corporation of Delhi has launched enforcement actions targeting illegal multi-storey constructions across the locality.

Mentioned urgently before the Chief Justice of the Delhi High Court due to the severity of the incident and loss of life, the Chief Justice agreed to take up the matter for hearing today to address immediate accountability and systematic safety overhauls across the capital's student residential zones.
