What is SAMPANN? India’s Digital Pension System for Telecom Retirees
SAMPANN (System for Accounting and Management of Pension) is a digital platform developed by the Office of the Controller General of Communication Accounts for pensioners under the Department of Telecommunications. Launched on December 29, 2018, by Prime Minister Narendra Modi, it digitizes the entire pension lifecycle—from processing and disbursement to accounting and grievance redressal. It ensures pensions are credited directly to bank accounts and allows retirees to track payments, submit life certificates, and access e-PPOs online.

What’s New? SAMPANN Now Integrates with DigiLocker
The government has integrated SAMPANN with DigiLocker, allowing telecom pensioners to access key documents digitally. This move eliminates the need for physical copies and supports India’s Digital India vision. Pensioners can now securely store and retrieve documents like e-Pension Payment Orders (e-PPOs), Gratuity Sanction Orders, Commutation Orders, and Form-16 anytime, anywhere via smartphone or desktop. This integration enhances transparency, reduces delays, and supports hassle-free access for banking and medical claims.

What is DigiLocker? India’s Secure Digital Document Wallet
DigiLocker is a government-backed cloud platform under the Digital India initiative that lets citizens store and share verified digital documents. It acts as a secure digital wallet for IDs, certificates, and official records—eliminating the need for physical paperwork. Documents issued through DigiLocker are legally valid and automatically updated. Integration with systems like SAMPANN ensures seamless, paperless access to critical services, reducing fraud and improving efficiency across government and private sectors.
