The Rajya Sabha passed the Factoring Regulation (Amendment) Bill, 2021, on Thursday amid protests by Trinamool and Congress members over the government’s refusal to discuss the Pegasus phone hacking issue and withdraw the farm laws. The protesters resorted to whistling along with shouting slogans and displaying placards, leading to three adjournments.

When the House met for the day, Chairman Venkaiah Naidu referred to the Supreme Court observations on conduct of lawmakers in the House and requested protesting members to maintain decorum. He adjourned the House within minutes as Trinamool and Congress members trooped into the Well of the House and raised slogans.

When the House met again at noon, deputy chairman Harivansh conducted Question Hour for 34 minutes. Most of those who asked questions were from the BJP. Some Trinamool MPs whistled in protest. They raised slogans, including Khela Hobe and Stop Spying. Harivansh warned them not to whistle. He adjourned till 2 pm.

When the House reassembled again, finance minister Nirmala Sitharaman introduced the Factoring Regulation (Amendment) Bill, 2021. Discussion took place in the din. The bill was passed by a voice vote amid protests.
