PMO to shift to Seva Teerth complex
Prime Minister Narendra Modi is likely to move his office to the newly built Seva Teerth complex near Raisina Hill after January 14, according to Indian Express report. The shift is likely to take place on the occasion of Makar Sankranti. With this move, the Prime Minister’s Office (PMO) will leave South Block, where it has operated since Independence.

The new office complex is part of the Central Vista redevelopment project and has been built to bring key decision-making bodies under one administrative zone.

What is Seva Teerth and where is it located?

The Executive Enclave, officially named Seva Teerth, is located on Dara Shikoh Road, earlier known as Dalhousie Road, in the heart of New Delhi. The premises consist of three separate buildings designed to house the PMO, the Cabinet Secretariat, and the National Security Council Secretariat.


The complex has been developed as part of the government’s plan to modernise central administration and consolidate offices spread across Delhi.

Seva Teerth-1 to House PMO

Seva Teerth-1 will house the Prime Minister’s Office. Seva Teerth-2 already accommodates the Cabinet Secretariat, which shifted there in September last year. Seva Teerth-3 will house the National Security Council Secretariat and the office of National Security Advisor Ajit Doval. The Prime Minister’s own office and ceremonial rooms have been given a grander layout due to their official use.

End of an era for South and North Blocks

The PMO has functioned from South Block since 1947. The North Block earlier housed the Home Ministry and the Finance Ministry. These ministries have now moved to Kartavya Bhavan.

Once vacated, both South and North Blocks will be converted into a public museum named Yuge Yugeen Bharat Sangrahalaya. An agreement for technical cooperation on the museum project was signed on December 19, 2024, with France’s Museum Development Agency.

Seva Teerth cost, size, and construction details

The Seva Teerth complex has been constructed by Larsen & Toubro for the Central Public Works Department, which awarded the contract in 2022. The project cost stands at Rs 1,189 crore and covers an area of 2,26,203 square feet.

The premises are also referred to as the Executive Enclave. A new official residence for the Prime Minister, currently named “Executive Enclave Part 2”, is under construction nearby.

Part of the larger Central Vista plan

The Central Vista redevelopment project was announced in 2019. It includes the new Parliament building, completed in 2023, the Vice-President’s Enclave, completed in 2024, and 10 new Common Central Secretariat buildings.

The first three secretariat buildings were completed in 2025 and named Kartavya Bhavan. These buildings now house several ministries to improve coordination and administrative efficiency.

Last month, Prime Minister Modi renamed the Prime Minister’s Office as Sewa Tirth. In a social media post, Union Home Minister Amit Shah said the names of Raj Bhavan and Raj Niwas are being changed to Lok Bhavan and Lok Niwas. He described this as an important milestone in the country’s journey toward building a developed and superior India, with service and good governance as key priorities.
