The central agency alleged in a detailed press statement that the Kerala-based organisation intends to wage a civil war by creating unrest and strife in the society. The steps for preparation of civil war include "non-violent air raids, guerrilla theatre, alternative communication systems", it said.
While the PFI claimed to use non-violent forms of protest, evidence showed that its protests were violent in nature, said the statement.
As regards alleged methods of cruelty and subjugation employed by the PFI, the ED listed haunting officials, taunting officials, fraternisation, mock funerals, interdict and lysistratic non-action (withholding sex from someone in order to achieve something), among others.
The agency said the PFI indulged in civil disobedience of laws, dual sovereignty, parallel government and disclosing identities of secret agents for allegedly undermining the unity and sovereignty of the nation.
The PFI also poses economic threat, it said, through tactics such as politically motivated counterfeiting, preclusive purchasing, nonviolent land seizure, seizure of assets, elective patronage and dumping.
The ED further alleged that the PFI was giving arms training under the garb of physical education (PE) classes for imparting offensive and defensive manoeuvres using different variations of blows, punches, kicks, and knife and stick attacks.
