A 19-year-old man was detained early Friday morning after attempting to enter the Parliament complex by scaling the perimeter wall using a tree.

The incident occurred around 5:50 AM near the Rail Bhawan side, from where the intruder jumped over the wall and moved towards the Garuda Gate of the new Parliament building.

According to Delhi Police, the intruder has been identified as Ram Kumar Bind, a native of Bhadohi district in Uttar Pradesh who works in a factory in Surat, Gujarat. Police said he appeared to be “mentally incoherent.”


"Today at about 5:50 am, one unidentified person approached the Parliament House complex and tried to scale the perimeter wall with an intention to jump inside. However, due to the alertness of the CISF and Delhi Police staff, he was timely intercepted by the security staff and apprehended and handed over to local police for further enquiry," Delhi Police said in a statement.

The incident reminds the past security breaches at Parliament. On December 13, 2001, terrorists belonging to Pakistan-based outfits Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) attacked the old Parliament building, leaving 14 people, including five terrorists, dead.

More recently, in December 2023, on the 22nd anniversary of the 2001 attack, two individuals disrupted proceedings inside the Lok Sabha by jumping into the chamber from the visitors’ gallery and releasing yellow gas canisters while shouting slogans. At the same time, two others outside Parliament released coloured smoke using similar canisters. Six people were arrested in connection with that incident.
