Parliament breach panel identifies lapses and suggests action

The committee, set up by the home ministry to probe and recommend action into the December 13 Parliament breach incident, has submitted its final report and suggested overall improvement in security, assigning wider role in checking and frisking to Central Industrial Security Force, said those familiar with the matter. The detailed report is likely to be handed over to the Lok Sabha secretariat.

Earlier, Parliament Duty Group (PDG) was responsible for frisking and checking. CRPF DG-headed panel in its report has identified lapses and further action, officials added.

On December 13, Manoranjan D and Sagar Sharma jumped into the Lok Sabha chamber from the public gallery during Zero Hour, released yellow smoke from canisters and shouted slogans before being overpowered by MPs. Around the same time, two others sprayed coloured smoke from canisters while shouting slogans outside Parliament premises.


During the probe, police questioned more than two dozen suspects from the contact details of the six arrested and came to the conclusion that Manoranjan D was the mastermind of the whole plan. "He along with Sharma recruited others through a Bhagat Singh Fan Club on social media," said a senior official.

It may be recalled that Manoranjan D had visited Parliament multiple times - first in the old building and later during the special session in the new House. He had obtained a visitor pass on the recommendation of BJP's Mysuru MP Pratap Simha.

Both the new and the old Parliament complexes and their allied buildings have now been brought under the security cover of CISF, which will also have the existing Parliament Security Service, Delhi Police and the PDG of CRPF, as per sources.
