New Delhi: The mid-term review of the 5th National Conference of Chief Secretaries held in December suggests that out of 134 action points finalised during the meeting, only 11 have been fully or substantially completed in five months. The higher education and schooling departments have the maximum number of tasks that are still under implementation.

In a concept note shared with chief ministers before the upcoming Niti Aayog Governing Council meeting on June 11, the government has noted that in the higher education department, 26 out of 28 action points remain in progress, with only two marked as fully complete.

In the department of school education and literacy, which falls under the education ministry, 20 out of the 23 action points are in the implementation phase while three have been completed.


The backlog doesn't necessarily indicate stalled progress but points towards long-term structural reforms required in the education sector.

One of the action points in school education is to achieve 100% basic amenities, including girls' toilets, in all government schools. As per the review data, 27,903 girls' toilets have been constructed in government and government-aided schools. This is more than 70% of the total target of 39,439 government schools which have no toilets.

Another important action point is 'One Nation One Student ID' under which APAAR IDs are being issued to students across the country. As per the review data, around 16 crore students have been issued IDs. However, achieving complete success is a long journey.

In the higher education department, states with more than 30% faculty vacancies in state public universities are being asked to recruit faculties on a mission mode.

At the proposed Niti Aayog Governing Council meeting, 'Inclusive Human Development for Viksit Bharat 2047' has been decided as the main theme under which several sub-themes will be discussed in the presence of Prime Minister Narendra Modi and chief ministers. A presentation will also be made by Aspirational District Programmes' mission director Rohit Kumar.
