A key committee spearheaded by former president Ram Nath Kovind has submitted its findings on the concept of 'one nation, one election', proposing synchronized elections for the Lok Sabha, state assemblies, and local bodies within a specific timeframe. The committee's top 10 recommendations to streamline the electoral process include:

  1. Firstly, a robust legal framework must be established to facilitate simultaneous elections.
  2. Secondly, the committee suggested conducting Lok Sabha and state assembly elections concurrently in the initial phase.
  3. Subsequently, elections for municipalities and panchayats should align with the Lok Sabha and state assembly polls within 100 days.
  4. To synchronize Lok Sabha and assembly elections, the president would designate the first sitting of the Lok Sabha post a general election as the 'appointed date'.
  5. State assemblies formed between the 'appointed date' and the subsequent parliamentary polls would serve until the next parliamentary elections, after which all elections would be held simultaneously.
  6. Furthermore, in case of a hung House or a no-confidence motion, fresh elections for a new Lok Sabha can be conducted.
  7. The tenure of the House in such scenarios would be until the remaining term of the previous full House.
  8. Similarly, fresh elections for state legislative assemblies would extend to the full term of the Lok Sabha unless dissolved earlier.
  9. The Election Commission of India, in collaboration with State Election Commissions, will prepare a unified electoral roll and Elector's Photo Identity Card (EPIC) to supersede any other electoral roll.
  10. Lastly, the ECI is tasked with devising a comprehensive plan in advance for logistical arrangements, including equipment procurement like the EVMs, polling personnel deployment, and security measures for simultaneous elections.
