No valid PUC certificate? Delhi vehicles to face Rs 10,000 fine from October 1

Vehicles without valid Pollution Under Control (PUC) certificates will face challans and penalties in Delhi from October 1, Chief Minister Rekha Gupta said on Saturday.

The Delhi government will launch a special enforcement drive to check vehicles operating without valid PUC certificates.

“Work will also be undertaken to strengthen the monitoring and functioning of PUC centres through technology,” Gupta said.


Officials said vehicles found without a valid PUC certificate can be fined Rs 10,000 under existing provisions.

A PUC certificate confirms that a vehicle’s tailpipe emissions are within the limits prescribed under motor vehicle rules.

Under Rule 115(7) of the Central Motor Vehicles Rules, 1989, every motor vehicle must carry a valid PUC certificate one year after its first registration. The certificate must be produced on demand before authorised enforcement officers.

The rule applies to petrol, diesel and CNG vehicles. Electric vehicles are exempt because they do not produce tailpipe emissions.

The enforcement drive aims to ensure that vehicles on Delhi’s roads comply with emission standards and do not add to air pollution.
