The National Investigation Agency (NIA) has filed a supplementary chargesheet against three more accused, in connection with the November 2025 vehicle-borne bomb blast near Delhi's Red Fort that killed 11 people.
The National Investigation Agency (NIA) has filed a supplementary chargesheet against three more accused, including an absconding suspect, in connection with the November 2025 vehicle-borne bomb blast near Delhi's Red Fort that killed 11 people.

In its supplementary chargesheet filed in case RC-21/2025/NIA/DLI, the agency named Zameer Ahmad Ahanger, Tufail Ahmad Bhat and Muzafar Ahmad alias Faraz alias Zafar, all residents of Jammu and Kashmir. With the latest filing, the total number of accused chargesheeted in the case has risen to 13, including the deceased prime accused, Dr Umer Un Nabi.

According to the NIA, absconding accused Muzafar Ahmad, a paediatrician with MBBS and MD qualifications, is the elder brother of co-accused Dr Adeel Ahmed Rather and a founding member of "AGuH Interim", which the agency described as an offshoot of Al-Qaeda.

The investigation found that Muzafar was among the key conspirators, along with co-accused Umer, Muzammil, Adeel and Mufti Irfan, in planning the Vehicle-Borne Improvised Explosive Device (VBIED) blast that took place on November 10, 2025.

The NIA said its probe further revealed that Muzafar attended a secret meeting at Eidgah in Srinagar in June 2022, where the AGuH Interim module was allegedly formed. Investigators also alleged that he played a key role in manufacturing, testing and storing TATP-based improvised explosive devices at a clandestine facility allegedly operated by Umer and Muzammil at Al-Falah University in Faridabad.

A non-bailable warrant has been issued against Muzafar, and efforts are underway to trace and arrest him, the agency said.

The agency alleged that Zameer Ahmad Ahanger, described as an Overground Worker (OGW) of AGuH Interim, maintained contact with handlers and acted as a courier for arms, ammunition and cash for the terror module.

Tufail Ahmad Bhat, whom the NIA identified as a former OGW of the banned Lashkar-e-Taiba (LeT), allegedly supplied weapons to the module. According to the agency, he procured an AK-47 rifle, a Krinkov rifle, a pistol, magazines and live ammunition through dead drops arranged by a handler before delivering them to the deceased prime accused, Dr Umer Un Nabi, for Rs 3 lakh.

The supplementary chargesheet was filed before the NIA Special Court at Patiala House Courts in New Delhi. Arrested accused Zameer and Tufail have been charged under various provisions of the Unlawful Activities (Prevention) Act and the Bharatiya Nyaya Sanhita (BNS), while additional charges against absconding accused Muzafar include provisions of the BNS, the Explosive Substances Act and the Prevention of Damage to Public Property (PDPP) Act.

The NIA said the case has been built using multidisciplinary scientific investigation, including forensic examination, geo-location mapping of alleged conspiracy sites and financial trail analysis. The investigation is continuing.
