Motorists parking their vehicles in Lutyens’ Delhi may have to pay higher charges, with the New Delhi Municipal Council (NDMC) proposing a revision of parking tariffs across its facilities. The proposal also includes a 100% surcharge on cash payments to encourage digital transactions.

Under the proposed rates, off-street parking charges for cars will increase to Rs 30 per hour from Rs 20, while on-street parking fees will rise to Rs 70 per hour from Rs 50, according to official documents.

Monthly passes for cars at off-street parking sites are proposed to be raised to Rs 4,000 from Rs 2,000. For multi-level parking facilities, the monthly charge will increase to Rs 3,300 from Rs 1,000.

Two-wheeler parking charges will also go up. Off-street rates are proposed to rise to Rs 15 per hour from Rs 10, while on-street charges will increase to Rs 30 from Rs 20. Monthly passes for two-wheelers will cost Rs 2,000 at off-street sites and Rs 1,000 at multi-level facilities, compared with Rs 1,000 and Rs 500, respectively, at present.

The proposal also covers the upgradation of 157 parking sites across the NDMC area under its Intelligent Integrated Parking Management System (IIPMS).

Under the proposed system, motorists paying in cash will have to pay double the applicable parking fee. The revised framework also provides for rounding off the final parking bill to the nearest rupee instead of charging amounts involving fractions of a rupee.

Private operators appointed to manage three parking clusters under the public-private partnership (PPP) model will get three to six months from the date of taking over a site to install the required infrastructure. This will include FASTag readers, Automatic Number Plate Recognition (ANPR) cameras, handheld point-of-sale (POS) devices and automated barriers.

Once the system is operational, vehicle entry, payment and exit are expected to be handled digitally, without physical intervention.

The proposal also allows the NDMC to increase parking charges during periods of severe air pollution. During winter, if the Commission for Air Quality Management (CAQM) invokes Stage II or Stage III of the Graded Response Action Plan (GRAP), the civic body can apply a double multiplier to standard parking rates for all users to discourage non-essential private vehicle use.
