NCM 2.0 launched with Rs 767 cr outlay to protect India’s coasts

Union Environment Minister Bhupender Yadav on Wednesday launched the implementation guidelines for the National Coastal Mission 2.0 (NCM 2.0), aimed at strengthening the conservation and sustainable management of India’s coastal and marine ecosystems.

The guidelines seek to promote a whole-of-government approach, streamline processes, clarify institutional responsibilities and strengthen monitoring of the mission’s activities.

The NCM 2.0 has an approved outlay of Rs 767 crore for the period from 2025-26 to 2030-31. It will subsume the first phase of the mission, which was implemented from 2021-22 to 2025-26.

The NCM 1.0 supported the conservation and management of mangroves and coral reefs, research and development in coastal and marine ecosystems, and sustainable development of beaches, among other activities.

The second phase aims to provide a broader framework for the conservation and sustainable management of India’s coastal and marine ecosystems.

In a statement, Yadav said, "The mission will strengthen coastal resilience through vulnerability assessments, ecosystem restoration, pollution management, biodiversity conservation, sustainable tourism, spatial planning, research and capacity building."

"It would further promote ease of doing business through a clear and streamlined implementation framework," he added.

Focus on coastal resilience

NCM 2.0 will cover coastal states and Union territories and focus on the country’s diverse coastal and marine ecosystems.

The mission will support measures ranging from ecosystem restoration and biodiversity conservation to pollution management, sustainable tourism and spatial planning.
