The blaze started at around 3 pm at the New Janakalyan Society in Shanti Nagar, Dahisar East, an official reported.
Authorities said 36 residents were rescued, with 19 rushed to various hospitals. At Rohit Hospital, one woman died while one man remains in a critical condition.
The other patients are stable. Ten injured residents were taken to Northern Care Hospital, while one each was admitted to Pragati Hospital and Shatabdi Hospital, run by the civic authorities.
The fire was contained on all sides by 4.30 pm and fully extinguished by 6.10 pm, with cooling operations continuing, the official added.
The blaze was limited to wiring and cables in the electric duct from the ground to the fourth floor, as well as two common electric meter cabins in the basement.
A probe is underway to determine the cause of the fire, the official said.
Earlier, civic authorities had initially reported that the fire had started on the seventh floor of the building.
