Monsoon Session set to witness downpour of high-impact bills
The government is preparing major legislative reforms across key sectors. Several high-impact bills are in advanced parliamentary review stages. These include proposals for capital markets, corporate law, and higher education regulation. Constitut...

At least four major legislations - Constitution 130th amendment bill, Securities Markets Code (SMC) Bill, Corporate Laws (Amendment) Bill and Viksit Bharat Shiksha Adhishthan Bill - are in the final stages of parliamentary examination, with respective panels expected to table their reports during the session, potentially paving the way for government to bring those bills for consideration after taking note of suggestions and recommendations made by the panels.
Separately, the Centre is also weighing another attempt to seek to amend the Constitution to operationalise women's reservation through a delimitation exercise of the Lok Sabha and state assembly seats. It would be the revised version of the previous 131st Constitution amendment bill which was defeated in the last session. It could be titled as the 133rd Constitution amendment bill, though the proposal is yet to be introduced.

The Securities Markets Code Bill is currently undergoing clause-by-clause scrutiny of the parliamentary panel on finance. The proposed law seeks to replace the SEBI Act, 1992, Securities Contracts (Regulation) Act, 1956, and Depositories Act, 1996, with a single code aimed at simplifying securities regulation, strengthening investor protection and reducing legal overlaps.
The finance panel is expected to finalise its report during the session and some of the recommendations have already been accepted by the Department of Economic Affairs in the finance ministry.
The joint committee examining the Viksit Bharat Shiksha Adhishthan Bill, 2025 is likewise expected to conclude its work before the session. The panel has so far held around 24 meetings. The bill seeks to establish a single overarching regulator for higher education by subsuming UGC, AICTE and NCTE while creating separate regulatory standards and accreditation councils in line with the National Education Policy, 2020.
The politically contentious Constitution (130th Amendment) Bill, 2025, being examined by a joint committee chaired by BJP MP Aparajita Sarangi, is scheduled to have its draft report considered on July 17. The proposed amendment seeks automatic removal of PM, CMs and ministers if they are in detention for 30 days on serious criminal charges, making it one of the most closely watched measures of the session.
