Guwahati: Governor of Manipur, Ajay Kumar Bhalla launched the State-level Birth Registration Based Aadhaar Enrolment (BRBAE) service.

The BRBAE system enables Aadhaar enrolment for children aged 0 to below 5 by linking Aadhaar registration with the child’s birth registration number from the Civil Registration System, using the Child Enrolment Lite Client (CELC) mobile application.

The initiative is expected to enhance transparency and efficiency in both birth certification and Aadhaar enrolment, addressing a critical administrative need and strengthening the delivery of citizen services.


In the first phase, 23 health facilities under the Directorate of Health Services, Manipur, will be made operational for Aadhaar enrolment following the sanction of 23 CELC kits by UIDAI. Overall, 31 health facilities have been identified for the implementation of the BRBAE initiative. The launch of this service marks a significant step towards ensuring early identity establishment for children and improving access to essential government services.

Governor of Manipur launched Hopegrown – Black Rice, a unique brand initiative of the Kangpokpi District Administration.The initiative enables displaced families in Kangpokpi to rebuild their lives through sustainable farming, transforming resilience into livelihood. Each harvest not only provides income security but also restores dignity and self-reliance among affected families.

During the launch, Governor directed the officials present to study and replicate the initiative in other districts, adapting it to local conditions and resources to benefit displaced and vulnerable communities. Chief Secretary; Principal Secretary – Forest, Environment and Climate Change; Secretary to the Governor; DC – Kangpokpi were present during the brief launch programme.
