The change, discussed during the introduction of the Regulation of Transfers and Prevention of Delays in Performing Government Duties (Amendment) Bill in the council, aims to address the misuse of HRA by employees who commute long distances instead of residing at locations where they have been transferred.
The bill also proposes transferring government employees, particularly doctors, every three years, similar to central government policies.
During the discussion, members raised concerns about medical professionals working in government hospitals only part-time and engaging in private practice, reducing patient care.
Minister Desai supported the changes and stressed on accountability and the effective use of public resources.
