As per the state's unlocking plan, districts falling in the 'Level 1' category will have the least amount of restrictions, while those in 'Level 5' will have lockdown-like restrictions in place. These curbs will be enforced by the Disaster Management Authority over administrative units falling under its jurisdiction.

— CMO Maharashtra (@CMOMaharashtra) 1622838310000'Level 1' districts will include those with less than 5% positivity rate and less than 25% occupancy of oxygen beds. For these, the state govt will regulate control over super spreaders like travel by local trains, marriages, etc.
Districts with less than 5% positivity rate, but oxygen bed occupancy between 25-40% will fall in 'Level 2'. Here gatherings in closed public spaces and movement will be minimised.
A positivity rate between 5% to 10%, or oxygen bed occupancy of more than 40%, will be in 'Level 3', where Maharashtra govt will look at minimising movement post 5 pm on weekdays and weekends.
Lastly, the state looks to allow no movement without urgent or emergency reasons in case a district has a positivity rate of more than 20% or oxygen bed occupancy of more than 75%, putting it in 'Level 5'.
