Lok Sabha passes bill to set up Indian Institute of Management in Guwahati

The Lok Sabha on Monday passed the Indian Institutes of Management (Amendment) Bill, 2025, paving the way for the establishment of an Indian Institute of Management (IIM) in Guwahati, Assam.

Union Education Minister Dharmendra Pradhan introduced the Bill, which seeks to add IIM Guwahati to the schedule of institutes of national importance (INI). Under the provisions of the Bill, the new institute will receive a corpus fund of Rs 555 crore over five years, covering the period from 2025-26 to 2029-30.

“After five years, no additional fund support will be extended to the institute, since by the end of this period IIM Guwahati shall be generating enough revenue through its own internal accruals,” the Bill stated.


Currently, 21 IIMs are recognised as institutes of national importance under the IIM Act. With the addition of Guwahati, it will be the second IIM in the North-eastern region, after Shillong.

The decision comes in the wake of the Memorandum of Settlement (MoS) signed between the Government of India, the Assam government, and representatives of the United Liberation Front of Assam (ULFA) aimed at the overall development of the state. Several developmental projects under the Centre’s Special Development Package (SDP) are planned, including the establishment of IIM Guwahati.

Assam Chief Minister Himanta Biswa Sarma said the institute will operate under the mentorship of IIM Ahmedabad, with classes commencing this year from a temporary campus. “The permanent campus will be set up at Palasbari near Guwahati in Kamrup district,” he added.

The IIM Act, initially passed in 2017, included 20 IIMs as institutes of national importance. The Act was later amended in 2023 to incorporate the National Institute for Training in Industrial Engineering, Mumbai, which was rechristened as IIM Mumbai.
