Lachit Borphukan Police Academy to be developed as a national-level police training institution: Assam CM

Assam Chief Minister Himanta Biswa Sarma attended the Passing Out Parade of 32 Deputy Superintendents of Police (Probationers) and 371 Constables of the Communication Branch at the Lachit Borphukan Police Academy, Dergaon, marking the successful completion of their training.

The Chief Minister inspected the parade and presented awards to personnel who demonstrated exceptional performance during their training.

Addressing the 403 newly trained police personnel, Sarma said that a passing-out parade is one of the most memorable moments in the life of anyone associated with a uniformed service. He said that the sense of pride and honour associated with wearing the uniform remains etched in the memory of personnel throughout their lives.


The Chief Minister informed that the Deputy Superintendents of Police had successfully completed 52 weeks of basic training, including a two-week orientation programme at the Lachit Borphukan Police Academy and two months of specialised training at the North Eastern Police Academy (NEPA), Meghalaya.

During their training, the probationers received instruction in a wide range of subjects, including the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita, Bharatiya Sakshya Adhiniyam, POCSO Act, Arms Act, NDPS Act, cybercrime, forensic science and child protection. They were also trained in the use of digital platforms such as Assam Police Seva Setu, besides undergoing practical training in weapon handling, horse riding and other areas essential for effective policing.

Sarma said that the Constables of the Communication Branch underwent 20 weeks of basic training at the Second Assam Police Battalion, Howly, and the 28th Assam Police Battalion. In addition to police communication systems, they received specialised training in modern digital communication equipment and cybersecurity.

The Chief Minister expressed confidence that the comprehensive training provided at the Lachit Borphukan Police Academy and other training centres had prepared the newly inducted personnel to become modern, technologically equipped, professionally competent and people-oriented members of the Assam Police. He said such training would strengthen their ability to effectively respond to the evolving challenges of internal security and modern policing.

Sarma said that the state government has been undertaking sustained efforts to strengthen the infrastructure and training capabilities of the Lachit Borphukan Police Academy, which has now earned recognition at the national level. He added that several states have approached the Assam government seeking training facilities for their police personnel at the Academy.

He said that, in accordance with the requirements of the Assam Police, the state government would facilitate training programmes for police forces from other states as well. The objective, he said, is to transform the Lachit Borphukan Police Academy from a state-level institution into a national-level centre of excellence in police training.

The Chief Minister directed the Director General of Police, Assam, to further strengthen the capabilities of the Lachit Borphukan Police Academy. He called for the Academy to be equipped to impart advanced commando training as well as training on the lines of the Agniveer training provided in the Indian Armed Forces.

The Chief Minister said that the state government would continue to invest in the sustained development of the Academy and has already initiated measures to strengthen its infrastructure, including facilities for sports training. He further informed that a decision has been taken to launch the Assam Police's 112 emergency response service from the Lachit Borphukan Police Academy.

Sarma said that the long-term objective is to develop the Academy into an institution comparable with the premier training establishments of the Indian Army, equipped to impart high-quality, modern and multidisciplinary training to police personnel.

Highlighting the state government's efforts towards strengthening the Assam Police, the Chief Minister said that recruitment of new officers and constables has been carried out every year in a transparent manner. He said that approximately 21,000 personnel have been recruited into the Assam Police during the last five years, significantly strengthening the force and making it younger and more responsive.

He said these sustained recruitment efforts have enabled the Assam Police to move towards a situation of minimal vacancies and have contributed to the transformation of the force into a young and professionally equipped police organisation. Referring to the state government's initiative to provide government employment to two lakh youths over the next five years, the Chief Minister said that, as part of this initiative, 15,000–20,000 youths would be recruited into Assam Police.

Sarma also highlighted the significant contribution of the Assam Police in maintaining peace and security in the state during the past five years. He said that, with the decline of insurgency-related challenges, the force has increasingly focused on core policing responsibilities, including maintenance of law and order, prevention and detection of crime, and combating emerging threats such as cybercrime.

He further said that Assam Police must continue to take sustained action against offences such as child marriage and polygamy. He emphasised that, over the next five years, Assam Police must work towards completely eliminating crimes against children and women and establishing Assam as a state firmly rooted in social justice.
