KIADB to digitise land management process in 100 days, says minister Patil

Bengaluru: The Karnataka Industrial Areas Development Board (KIADB) will digitise its entire land management and plot allotment process within the next 100 days, a move aimed at improving transparency, streamlining investor services and strengthening record management, Karnataka's industries minister M B Patil said on Wednesday.

Chairing the second departmental progress review meeting at Khanija Bhavan since the formation of the new government, Patil directed officials to complete all tasks related to the digitisation initiative within the stipulated timeline.

The minister, speaking after the meeting, said all details pertaining to industrial plots across both existing and newly developed industrial areas in the state would be brought under the Integrated Land Management System being developed by the state's e-Governance Department. Each industrial plot will have 77 data fields capturing comprehensive information.


The digital platform will provide real-time access to details such as plot allotments, utilisation status, industries operating on the plots, investments made, employment generated, compensation paid to landowners, pending litigation and compliance timelines granted to investors.

According to Patil, the initiative will not only address challenges associated with maintaining legacy records but also ensure secure and permanent storage of critical land and allotment data.

He noted that poor record management in the past had led to instances of duplicate compensation payments for the same land parcels. The proposed digital system, he said, would enhance transparency, eliminate scope for irregularities and enable investors to access information remotely without relying on intermediaries.

Karnataka currently has 224 industrial areas, with records relating to thousands of industrial plots set to be scanned and digitised as part of the exercise. The minister said the project is aligned with the government's broader push to introduce citizen-centric reforms in the Industries Department.

Patil directed officials to complete the scanning of allotment records in older industrial areas within a month. The digitised records will subsequently be shared with the e-Governance Department for the development of customised software for KIADB. The platform will later be integrated with the Rural Development Department's e-Swathu system to facilitate services such as the issuance of e-Khatas and other land-related approvals.

Industries Department Principal Secretary S Selvakumar, Industries Commissioner Khushboo Goel, KIADB Chief Executive Officer Govind Reddy, Technical Advisor to the Minister Aravinda Galagali and other senior officials attended the meeting.
