Chief Minister Siddaramaiah announced the decision in a post on X, calling it as A Khata gift (Bhagya) to the people in urban local body areas.
Thousands of residential layouts have come up across Karnataka, and the Cabinet decision would apply to only those layouts developed within the jurisdiction of urban local bodies. Urban local bodies such as municipal councils and corporations function under the urban development department.
In December 2021, the government banned creation of new survey numbers for tiny pieces of agricultural land for sale to curb sale of such plots as housing sites by unscrupulous developers.
Housing plots carved out of agricultural lands are called revenue sites. They are called so because if a developer wants to develop a residential layout, he must first apply to revenue authorities and get the agricultural land converted for non-agricultural purposes. The developer then must get approvals for the layout plan from town and country planning authorities concerned.
But thousands of small developers have bypassed town planning regulations, taking advantage of the ignorance of buyers.
