The NIA court in Budgam district of central Kashmir on Wednesday declared US-based Ghulam Nabi Fai as a proclaimed offender in an Unlawful Activities Prevention (Act) case registered in 2020. This was after the police filed a plea highlighting Fai's persistent non-cooperation.

The court has directed Fai to surrender before the J&K Police within 30 days from the date of proclamation, or else his property here could be attached. Fai, 76, a resident of Wadwan village of Budgam "is wanted in connection with FIR No. 46 of 2020 lodged at Budgam police station under sections 10, 13, and 39 of UAPA".

In 2011, FBI arrested Fai and later convicted and sentenced him to two years in prison and three years of supervised release on charges of being 'an unregistered agent of Pakistan'.
