Pakistan had planned to list Gobinda Patnaik Duggivalasa at the United Nations Security Council's 1267 committee, claiming he was involved in terrorist attacks in the country. But the attempt was foiled by India and three permanent members of the UN Security Council.
The committee procedures require consent of all the council members to accept a listing request. The proposal for listing Duggivalasa was tabled in the committee over his role in financing and supporting "terrorist attacks against Pakistan", said people aware of the matter.
Pakistan's charges included a suicide bomb attack in Mastung, Balochistan, on July 13, 2018, which Pakistan claimed Duggivalasa had "planned, coordinated and executed". More than 160 people were killed and more than 200 were injured in that attack, according to Pakistan.
Pakistan also alleged that Duggivalasa was involved in a suicide attack on a bus, carrying Chinese nationals in Dalbandin, Balochistan, on August 11, 2018, said the people. Pakistan had made a similar attempt in 2020.
