India flags US sanctions law concerns over bilateral ties, energy market

Foreign Secretary Vikram Misri conveyed India’s concerns over the implications of the recently enacted Sanctioning Russia and Iran Act (SRIA) on bilateral ties and the international energy market during a meeting with a bipartisan US Congressional delegation, the Ministry of External Affairs said on Tuesday.

The meeting was held in Delhi on Sunday, with the US delegation led by Brian Mast, Chairman of the House Foreign Affairs Committee, MEA spokesperson Randhir Jaiswal said at his bi-weekly media briefing.

"Various issues of bilateral nature were discussed at the meeting. Also, the foreign secretary conveyed our concerns about the SRIA legislation, as to the kind of implications it would have for bilateral relationships, as well as for the international energy market," Jaiswal said.

US President Donald Trump recently signed into law the 'Lindsey O Graham Sanctioning Russia and Iran Act of 2026', which authorises him to impose tariffs of up to 100 per cent on countries buying Russian oil and gas, including China and India.

On the next India-Russia annual summit and the timeline for Prime Minister Narendra Modi’s visit to Russia, Jaiswal said the details were yet to be finalised.

"The last annual summit with Russia was held in India, and we were delighted to host President (Vladimir) Putin. The next meeting will be held in Russia, and we are still some distance away from it. We'll keep you updated with the details in that regard."

At Modi’s invitation, Russian President Vladimir Putin paid a state visit to India on December 4-5, 2025, for the 23rd India-Russia annual summit.

Ahead of that summit, the MEA had said it would set the vision for strengthening the India-Russia 'Special and Privileged Strategic Partnership'.
