Gujarat panel to frame promotion quota policy for disabled employees

The committee, set up through a resolution issued by the General Administration Department (GAD) will be headed by the chief secretary and will include senior officials from the GAD, Social Justice and Empowerment Department, and Law Department, along with the Commissioner for Persons with Disabilities.

The panel will examine guidelines issued by the Centre and relevant judgments of the Supreme Court and high courts concerning reservation in promotion for employees with disabilities, apart from undertaking a comparative assessment of policies and provisions adopted by other state governments on the issue, officials said.
The mandate of the committee also includes studying how to create a fair promotion reservation policy for state workers with disabilities, as well as the exact steps to put the policy into action.

Panel members will review proposed reservation quotas for job promotions. The committee will base its recommendations on existing legal provisions, judicial pronouncements, Union government guidelines and policies followed by other states.
The panel has also been empowered to seek information and views from any department or office whenever necessary for carrying out its study. Its proceedings will be completed within the time frame prescribed internally by the state government.
The government's decision is expected to provide a structured basis for determining the way forward on reservation in promotion for employees with disabilities. Following the committee's study and recommendations, the state government will have a clearer framework for considering an appropriate policy.
