As Delhi continues to experience severe air pollution, prompting authorities have reimposed GRAP Stage III restrictions across the national capital and National Capital Region (NCR), imposing a ban of multiple activities like construction, demolition and more.

As Delhi recorded a 349 AQI on Friday, poor air quality has made Commission for Air Quality Management (CAQM) to impose all measures under Stage III (severe AQI). The national capital woke up to a think blanket of smog affecting visibility and worsening discomfort.

GRAP-III in Delhi NCR: What's closed and what's open?

What is restricted under GRAP Stage III in Delhi-NCR?


  • All non-essential construction and demolition activities, including earthwork, piling, open trenching, welding, painting, plastering, tile and flooring work, and operations at ready-mix concrete plants
  • Movement of construction materials such as cement, sand and fly ash on unpaved roads
  • Operations of stone crushers, brick kilns and mining activities
  • Use of BS-III petrol and BS-IV diesel four-wheelers, non-essential diesel-powered medium goods vehicles, and inter-state diesel buses not operating on CNG, electricity or BS-VI norms
  • Industries using fuels that are not officially approved

What is permitted or exempted under GRAP Stage III?

  • Work related to essential infrastructure and public services, including metro, railway, airport, highway, defence, healthcare and sanitation projects
  • Construction linked to critical projects, subject to strict dust control and waste management norms
  • Exempted vehicles used by persons with disabilities.
  • Use of public transport and hybrid or online classes for students up to Grade 5
