Govt representative for Naga talks visits NSCN (Isak-Muivah) HQs

This is the first time that an interlocutor has visited Camp Hebron which is about 40 km away from the Dimapur which houses the military and political wing of the outfit.

Government of India’s representative for Naga political talks, AK Mishra visited headquarters of Nationalist Socialist Council of Nagalim (Isak-Muivah) camp Hebron and held discussion with Thuingaleng Muivah, general secretary of NSCN-IM on Tuesday.

Amidst the red carpet welcome, this is the first time that an interlocutor has visited Camp Hebron which is about 40 km away from the Dimapur which houses the military and political wing of the outfit. The camp is also the seat of the Government of People’s Republic of Nagaland, a parallel regime set up by the IM which has different ministries and exercises control over 7 to 8 other camps spread across the state.

Government of India’s representative for Naga political talks, AK Mishra arrived in Nagaland on Monday on a weeklong visit. NSCN-IM and the government in August 2015 inked a framework agreement. However there was a standoff in the talks with NSCN-IM being accused for misinterpretation of framework agreement.


In September last year Mishra visited Nagaland to break the stalemate in talks with NSCN-IM. There was a deadlock as NSCN-IM had refused to sit in talks with then interlocutor and Nagaland governor RN Ravi. Ravi later moved in as Governor of Tamil Nadu.

There is a stalemate between the government of India and NSCN-IM over the contentious issue of separate flag and constitution. NSCN-IM has been demanding a separate flag and Constitution which the government of India had rejected.

Last week Nagaland Chief minister Neiphu Rio met Prime minister Narendra Modi. Rio along with other members of the core committee on Naga Political Issue met Union Home minister Amit Shah and urged the centre to expedite talks.

A conglomerate of seven groups, the Working Committee of Naga National Political Groups (NNPGs) have wrapped up discussion with the government of India.

Chairman of NSCN-IM, Q. Tuccu recently stated that the ball is now in the court of India as NSCN have made stand very loud and clear that the Naga political solution cannot be finalized without the Naga national flag and the Naga constitution (Yehzabo) that represents the Naga political entity as a nation.
