Minister of Housing & Urban Affairs has approved the Delhi Master Plan 2047 paving way for the planned real estate development in the capital.

Union Minister of Housing and Urban Affairs and Power, Manohar Lal said that, keeping in view Delhi’s growing population and the need for its holistic development, the Delhi Master Plan 2047 will prove to be a milestone in shaping the future of the national capital.

He said that the Master Plan envisages the development of around 40 lakh new affordable housing units, with a focus on meeting the future housing requirements of the city.


The Minister further stated that a Transit-Oriented Development (TOD) policy has been incorporated to strengthen public transport corridors and promote better-connected urban development.

He added that, with a view to making colonies more habitable, Resident Welfare Associations (RWAs) would be encouraged to register and adopt a redevelopment framework on the lines of the in-situ redevelopment policy, facilitating planned redevelopment and improvement of existing residential areas.

Some of the feature of Master Plan include redevelopment of existing areas where minimum area requirement of 40,000 sqm is reduced to 3000 sqm. (around 7 lakh additional dwelling units). Additional 15% FAR for Workers' Housing on Industrial plots of 5000sqm and above and also affordable housing also to be developed along High Density Corridors (HDC)

50% FAR incentive will be given to encourage rental housing for students, working professionals, migrant workers and low-income groups.

MPD–2047 promotes the redevelopment and regeneration and densification of existing urban areas (brownfield areas) through Transit-Oriented Development (TOD), mixed-use development, urban renewal and infrastructure augmentation, enabling efficient utilisation of serviced land.

"After nearly a decade in the making, a notified Master Plan for Delhi 2047 gives the industry the certainty it has long been waiting for. The clarity on land pooling is particularly welcome, given its potential to unlock large parcels of developable land and finally deliver the planned expansion the city needs,” said Amit Goyal, Managing Director of India Sotheby's International Realty.

On the low-density farmhouse framework, the one-acre farmhouse norm that was in the DDA-approved draft last week finds, no mention in the gazette notified today.

“We have also received concerning feedback from our clientele on the requirements that have been retained: an 18-metre road-width alongside a minimum plot size of 10,000 square metres, rather than 4,000. In practical terms, this means the vast majority, as much as 95% , of existing farmhouse development in Delhi will remain unauthorised,” said Goyal.

Master Plan for Delhi 2047 provides the long-term spatial, economic and institutional framework to transform Delhi into a globally competitive, environmentally resilient and inclusive capital, combining economic dynamism, technological innovation and high standards of liveability while preserving its rich historical and cultural heritage.

“The Delhi-2047 Master Plan takes a more development-oriented approach to urban planning, with a clear focus on better infrastructure, efficient land use, investment and improved quality of life. This provides a strong foundation for Delhi’s next phase of planned growth,” said Parveen Jain, President, NAREDCO.

The focus on transit-oriented and mixed-use development can further bring housing, commercial spaces, workplaces and public transport closer together, making neighbourhoods more connected and convenient.

With Delhi’s population projected to reach around 3.2 crore by 2047, the need to expand housing, commercial spaces and urban infrastructure has become increasingly important.

“The focus on redevelopment, Transit-Oriented Development (TOD), Transferable Development Rights (TDR) and the creation of new urban centres can help rejuvenate Delhi’s real estate landscape while addressing the city’s growing demand. These interventions have the potential to bring more organised residential and commercial development to Delhi, while creating vibrant business, lifestyle and leisure destinations that can complement the growth witnessed in the NCR,” said Ankur Jalan, CEO, Golden Growth Fund, a category II real estate focussed Alternative Investment Fund (AIF) designed for South and Lutyens Delhi.

The unlocking of underutilised land, coupled with vertical development, and new urban centres with planned infrastructure can create opportunities for modern housing and commercial assets while retaining the character and connectivity of existing locations.

Equally important will be the integration of real estate planning with congestion-free mobility and improved public transport. A more connected Delhi, supported by new urban centres, quality infrastructure and well-planned commercial districts, can attract both individuals and corporates and strengthen the city’s position as a global investment and business destination.

“As the city continues to evolve, the focus now needs to be on creating housing and urban spaces that respond to changing consumer needs while making efficient use of available land and infrastructure. For developers, greater clarity around redevelopment, land use and future urban expansion can provide a more predictable environment for long-term investment,” said Pyush Lohia, Managing Director, Lohia Worldspace.

The opportunity to rejuvenate older residential areas and introduce better-planned developments can also improve the overall quality of housing in the city.
